In a large soup pot, sauté beef, celery, onion, green pepper and jalapeno until the beef is no longer pink.

Drain excess fat if necessary, then add in the garlic, sugar, oregano, cumin, chili powder, black pepper, salt and cayenne pepper, stirring until the garlic becomes fragrant.

Then add in the tomato juice, water, diced tomatoes, tomato sauce and butter and bring everything to a boil.

Simmer the chili for 30 minutes.
